Royal seal related to "Shenzhou VI" issued

China's spaceflight, cultural relics and stamp collection authorities
jointly issued on Thursday a limited edition of 999 sets of "Taihe
treasures - precious royal seal in spacecraft" which were created based
on cultural relics and stamps carried by the Shenzhou VI spaceship around
the globe. This precious royal seal modeled after the design of "treasure
of emperor", the first royal seal in the Qing Dynasty (1616-1911). Made
of green jasper from Xinjiang with pure gold and silver dragon-shaped
knobs, this commemorative seal complements the valuable stamp on the
Shenzhou VI spaceflight to express the theme of utilizing the space
peacefully.

Xi'an City witnessed sandy weather that was rare for many years on the
morning of Apr. 11, with the dust-color sky and sand storm making the
temperature fall nearly 10 degrees Celsius on that day. Affected by the
windy weather resulted from a Mongolian cyclone and cold air, many
regions in northern China were hit by sand storms and sandy weather on
that day.

Workers were setting up scaffolds at the Hall of Supreme Harmony in the
Imperial Palace in Beijing on March 28, marking that the renovation
project for the hall has begun. As tourists from home and abroad cannot
visit the Hall of Supreme Harmony during the two-year renovation project,

BEIJING, Mar.26 - China announced Sunday its decision to lift the prices
of processed oil as of March 26 while setting up a mechanism to offer
some subsidies to disadvantaged communities and public service sectors.
In a circular made public Sunday, the State Development and Reform
Commission, which regulates energy prices, said the producer prices of
gasoline will be raised by 300 yuan (37.5 U.S. dollars) per ton while
that of diesel oil will be up by 200 yuan per ton.
To offset the impact of the price hikes to communities sensitiveto higher
prices, the commission said China's State Council has decided to launch a
mechanism to subsidize some of the communitiesand public service sectors.
The recipients of the subsidies include grain growers, fishermen and
fishing firms operating and farming offshore or in inland areas, using
oil-driven fishing boats, state-owned forestryenterprises and nurseries
of forestry centers, urban public transportation firms, said the
commission.
It said the government will pay the unspecified amount of subsidies
directly to grain growers to mitigate the impact of the price hikes of
diesel oil and chemical fertilizers and other agricultural production
materials.
For operators of rural passenger shipping business, the commission said
the government will reduce the impact mainly through such measures as
adjusting the charges of transportation, and offer proper amount of
subsidies to those in difficulty.
The commission said local governments will offset the increasedfinancial
burden on taxi drivers in the urban areas mainly throughreadjusting the
charges of transportation and imposing surcharge on fuel oil.
It said local governments may offer provisional subsidies to taxi drivers
in the urban areas if they are unable to readjust thecharges in the
immediate future.
The Chinese Government has ordered various localities and government
departments to implement the measures on subsides whileprice regulators
at various levels should improve inspection and supervision of prices of
processed oil to maintain the stability of the oil prices.
Energy sector is one of the very few areas that Chinese Government has
yet liberalize price control since China began to build a market economy.
The commission said China's current prices of processed oil are far below
that on the international market, which is not helpful to oil refineries
in China, to ensuring adequate supplies and to improving energy
efficiencies, thus having negative impact on the stable operation of the
economy.
Prior to the price hikes, the retail prices of domestically processed oil
is about 43 U.S. dollars, while that of crude oil onthe international
market stands at around 60 U.S. dollars, an official with the commission
said in an interview with the press.
The artificially lower prices have resulted in heavy losses of domestic
refineries and made it difficult for the oil sector to ensure domestic
supplies.
The central government has been slow in raising processed oil prices in
the past two years to reduce the impact of higher oil prices on the
disadvantaged communities and public service sectors,said the official.
The official said imported oil accounts for over 40 percent of the
country's oil consumption, and changing oil prices on the international
market are having growing impact on domestic oil market and prices.

Chinanews, Mar. 22 - China reports about 8 million of annual population
growth at present and expects to realize zero population growth (ZPG) in
the mid 2030s.
National Population and Family Planning Commission director Zhang Weiqing
said on Tuesday that China's present birth rate was 1.8, which means each
couple has less than two children. Based on the present level, China will
have 16 million newborns each year. China's current mortality rate is
0.6%; therefore, China's net population growth is about 8 million
annually.
According to Zhang, the present birth rate does not mean China's
population will stop increasing. "We reckon that China may realize ZPG in
the mid 2030s."
Zhang indicated that at the present stage, China should persist in the
basic national policy of family planning. Population experts estimate
that the family planning policy has reduced over 400 million births by
the end of 2005.

Chinanews, Beijing, Mar.13 (By Shen Jia) - Peng Fuchun, representative of
the National People's Congress and professor of philosophy from Wuhan
University, thinks that China cannot wait any longer to improve its
population quality. He proposes that China popularize citizen education
with the core of law, morality and belief among all levels of educational
institutions from elementary schools to universities in an effort to
build up a new image of Chinese people.
"China's population quality has many deficiencies and lags far behind the
global level. However, this is just the surface of things, the roots are
weak consciousness of law, degradation of morality and lack of strongly
held beliefs," said Peng.
In his view, the market economy has introduced many unprecedented
problems into China and the existing mechanisms are unsuitable to solve
these problems.
"The key to manage state affairs is the people, the key to the people is
their minds, and the key to their minds is citizen education," remarked
Peng. "At present, schools mainly teach students languages, knowledge and
political essentials. Some moral cultivation lessons are just pro forma,
and the so-called citizen education is almost a blank."
Peng considers that the appropriate remedy is to open citizen education
courses in all levels of educational institutions from elementary schools
to universities. China should firstly reinforce the spread of laws and
make civil rights and duties prescribed in the constitution a
deep-embedded guideline of people's life. In terms of moral
consciousness, China should convince its people to abide by the moral
baseline of not harming others, and gradually elevate people's moral
standard to the ultimate principle of caring for others.
