Chinanews, Mar.3 - According to Shanghai Securities News, a related
Chinese scholar revealed recently that China has put "Administrative
Regulations on National Oil Reserve" into the list of State Council's
legislative plan and expects to publish the Regulations soon.
Hou Zixin, president of China's Nankai University, said that the proposal
on oil reserves has been submitted to related departments. At present,
"Administrative Regulations on National Oil Reserve" has been included in
State Council's legislative plan and is expected to be published soon.
Strategic oil reserve system construction is a crucial step as well as
the largest and most complicated project to ensure China's energy safety.
Five years ago, related departments have explicitly set the goal of
accelerating construction of the national oil reserve system (including
strategy and civil use) and boosting China's oil reserve capacity to
eight million cubic meters by 2005. However, China has just commenced
construction of the first phase project of oil reserve bases and its
strategic oil reserve volume is still zero.
China's National Development and Reform Commission has currently set up a
National Oil Reserve Office to take charge of establishment of national
strategic oil reserve bases. The first 4 national strategic oil reserve
bases are located in Zhenhai of Zhejiang Province's Ningbo City, Daishan
of Zhejiang Province's Shoushan City, Huangdao of Shandong Province's
Qingdao City and Dalian of Liaoning Province. China entrusted three
domestic oil giants, namely China National Petroleum Corporation, Sinopec
and China National Offshore Oil Corp., to take charge of the overall
construction of these projects, which are expected to be basically
completed in 2006 to 2008.

Folk artists perform dragon dance on March 1, the 2nd day of the 2nd
lunar month, in Kaifeng, Henan province. According to the folk tradition,
"the Dragon King raises its head on the 2nd day of the 2nd lunar month,"
people on that day holds various folk activities to wish a good harvest
of grain in New Year.

The craze of registering to take exams to enter universities and schools
of art in 2006 continued. It snowed heavily in Henan's Zhengzhou City on
Feb. 26th. Examinees and parents from six provinces waited in a long
queue outside the 6th Railway Middle School, a spot for exam
registration, early in the morning. According to statistics, from Jan.
12th to Feb. 27th, over 100,000 students registered for exams at the 6th
Railway Middle School.

"China banknotes" on stamps

The precious stamp album called "China banknotes" showed up in the hall
of Liaoning Provincial Library on Feb. 25, 2006. This album was issued in
memory of the 58th anniversary of the foundation of the People's Bank of
China (PBC) and the issuance of the first set of RMB, as well as the
110th birthday of China Post. Jointly approved by PBC and the State Post
Bureau, this album put RMB on stamps for the first time.

Leading tax payers got rewards

Xishan District Committee and Government of Yunnan's Kunming appropriated
seven million yuan (US$868,000) on Feb. 16th to reward 57 enterprises and
48 individuals that paid over three million yuan of tax last year. Tax
payment of nine enterprises exceeded 10 million yuan for the first time
and each of them will be additionally awarded a Peugeot 307 sedan. Four
enterprises whose tax payment exceeded 10 million yuan and outnumbered
that of the previous year will be given an extra 100,000 yuan bonus.
Enterprises receiving a reward included both state-owned enterprises and
non-public enterprises.

Chinanews, Shanghai, Feb. 13 (By Chen Jing, Yuan Fang) - Worried about
having a lonely Valentine's Day, Miss M, a young woman who works at the
administrative division of a company located in Shanghai's Puxi Area,
hastened to post an advertisement on a dating website to find a
boyfriend. Her advertisement was quite simple and did not include
detailed requirements. All details would be talked about in QQ (the most
popular instant communication tool in China). Soon after the
advertisement was posted, Miss M was busy talking with more than 30 men
who wanted to befriend her. Although Miss M had not decided who she would
be with on a romantic Valentine's Day, she believed that internet
matchmaking would bring her Mr. Right.
Miss M is not alone. At present, nearly 300 single women like Miss M have
posted advertisements on the internet to find a lover for this
Valentine's Day. These ads generated active responses and provoked
numerous replies, the editor of the dating site cried "ladies are also
crazy about Valentine's Day!"
Although the media have reported that males go online to hire temporary
girlfriends for Valentine's Day and even make a detailed contract for
that purpose, it is more eye-catching for a female to join this campaign
and post an ad to find a boyfriend.
Why have these women, who appear to others as introverted and reserved
and hesitant to express their feelings, have become so crazy about
Valentine's Day?
Population census statistics show that single males and females in
Beijing and Shanghai have exceeded one million. There are more males than
females in the total population but the number of single women is not
small. Compared with males, marriage is more important than career for
females in the eyes of society. "Three high" (high educational level,
high-ranking positions and high income) single females have particularly
drawn wide attention.
The above-mentioned females who posted ads on the internet to find
boyfriends to spend Valentine's Day are mainly white collars aged between
20 and 30.
Owing to their jobs, they are confined to their offices and have few
chances to meet people of the opposite sex. As a result, their social
circles are small. Moreover, these females are well educated and have
known some successful persons through their work, and they themselves
have certain accomplishments. Their own high qualifications and their
worldly requirements of a spouse narrow their potential choices to a
small minority of males.
On the other hand, as "Economics of Everyday Life" overflows, people have
started to consciously think about the economics of love. There is little
space for people to choose from a limited number of potential lovers. In
particular, dating, watching movies and shopping cost a lot of energy and
money, but the results were often disappointing. In pursuit of their own
careers and independence, females, who hold up half the sky, naturally
choose to spend their time and vigor on work with higher yields and lower
risks.
Characteristic feminine restraint and shyness are also a reason that
cannot be neglected. But these characteristics are not confined only to
Chinese people and females. Harlequin love report 2006 that was released
by Canadian media before this Valentine's Day shows that Canadians are
overly shy in love and not brave enough to express their love to persons
they admire. As a result, nearly three fourths of single Canadians lack
courage to voice their love.
The three barriers that prevent females from finding their Mr. Rights,
namely small social circle, overly high cost and shyness, do not exist in
online matchmaking. Owing to abundant information and confidentiality,
online matchmaking has become popular with people with high educational
level. A survey indicates that couples who tie the knot via the internet
are on the rise year by year. Online matchmaking will probably become the
most popular way in the future.
When such a nice matchmaker is available, one can see why single women go
crazy right before Valentine's Day?

Folk stunt of tree crown-like iron sparks

Producing tree crown-like iron sparks is a unique stunt with a history of
several centuries performed during the folk sacrificial ceremony to
celebrate the Lantern Festival in Nuanquan Town, Wei County, Hebei
Province. The performer will first melt raw iron into molten iron and
keep the temperature, then scoop molten iron with a willow ladle which
has been steeped in cold water and splash it on the wall to create tree
crown-shaped iron sparks, after which this stunt was named.

Wang Wei, a young lady born in Zhouzhuang Water Town who had studied in
France, married her French boyfriend Louis in accordance with traditional
customs in her hometown. The newlyweds, dressed in ancient costumes,
experienced the traditional wedding ceremony in Zhouzhuang. They enjoyed
fast boating, made formal bows to the groom's parents, entered the
nuptial chamber, walking through three bridges which indicate long life
together, peace and tranquility, and wealth and success, appreciated
opera performances and pushed the mill in a local inn. In addition, they
took photos along their journey, getting blessing from tourists and local
residents. Pictured, the bride and the groom were making formal bows to
the groom's parents.

At the square outside the hall of the Three Gorges Museum in Chongqing, a
few renowned painters and over 60 little painters from Chongqing
participated in the "Protect the Mother River -- the Same River Artist
Creation Event" and jointly drew a picture for Yangtze River, the mother
river on Aug. 25.

Under the instruction of Jin Hong'e, a Jinan farmer, the college students
from France sold fresh vegetables they just picked with their own hands
at the farm produce fair on Aug. 25.

In order to experience rural life in China, three college students from
France paid a visit to Dayinma Village during summer vacation. They had
meals, lived and worked together with two farmer families in this village
so that they could gain experience of rural life and promote cultural
exchange between China and France.

75 Shanghai couples divorce per day in average

Chinanews, Aug. 25 - According to reports of Shanghai's media, a survey
of the city's 19 district marriage registration bureaus revealed that
last year, 27,374 couples registered for divorces, averaging 75 couples
per day, up 38.9% over the previous year. What concerns people most is
that amongst the divorcing couples, 7.2% are married for less than one
year.
Many factors caused the rise in divorce rates. But, in the eyes of many
couples, divorce seems to be not a tragedy but the path to seek the next
round of happiness. Marriage experts generally feel that in treating the
problem of divorce, young couples are not that bound by traditional
concepts. They rarely treat divorce as a sad or embarrassing matter.
Instead, they view it as the beginning of a new life.
Divorce statistics reveal that amongst the divorced couples last year,
56.1% attribute the main reason of their separation to personality
incompatibility, meaning that 15,365 couples parted ways because they had
personality conflict. Another 9,234 couples put the reasons of splitting
up as breakdown of mutual feelings.
More and more new reasons now surface as causes for marital breakups. It
was learned that beside personality incompatibility and breakdown of
mutual feelings, 567 couples cited economic reasons, 82 couples mentioned
inability to tolerate bad habits. What is most striking is that more and
more couples are willing to face the problem of extra-marital affairs,
with 1,079 couples frankly admitting to infidelity as the cause for
breaking up.

1st private firm to build cross-border railway

Chinanews, Aug.25 - Yesterday, China's Ministry of Commerce released a
few cooperation agreements signed by China and Russia, including the
project of China's first cross-border railway jointly invested by a
privately-owned Chinese enterprise and a Russian consortium. It was
learned that both investors of this cross-border railway are
privately-owned enterprises. Investor of the Chinese party is
Dalian-based Xinrong Investment Co., Ltd. while the Russian partner is
Evrazholding.
According to plan, the railway will link Hulin in China's Heilongjiang
Province and Lesozavodsk in far eastern Russia. The Russian partner will
be in charge of a 21.5-km section of the railway from Lesozavodsk to its
border while the Chinese company will build a 36-km section from Hulin to
the Sino-Russian border. Both parties will jointly invest to build a
bridge spanning the 40-meter-wide Song'acha River to connect the railway
together. Based on the project budget, the Russian partner will provide
some US$30 million in total while the Chinese company will invest 230
million yuan (US$27.81 million) in the railway project.
Dalian-based Xinrong Investment Co., Ltd., the Chinese investor of the
project, raised its fund for the project by way of self investment and
financing. Wang Weixin, president of the company, indicated that this
cross-border railway project to be built at Sino-Russian border requires
final approval from governments of both countries, but he declined to
disclose the progress of project at present.
Upon completion of the project, the trunk line of Far East Railway will
extend 353km southwards so as to get through another land-sea passage for
Heilongjiang and develop trade and economic exchanges among China and
Japan, S. Korea and N. Korea.

Julong (giant dragon) precise tools factory is a private enterprises
engaged in manufacturing wood rulers in Jiangxi's Wuyuan County.
Originated from a small workshop, the factory now produced over 2 million
rulers annually, all of which are exported to over ten countries in
Europe, America and Middle East. In the first half of 2005, the factory
achieved production value of more than 5 million yuan.

more and more local Tibetans set foot in the new industry of travel
service. Pictured, during this year's high season of tourism, a Tibetan
girl is selling traditional Tibetan food -- milk loaf -- in the roadside
restaurant on the way to the ancient city Jiangzi. The girl is a little
bit shy as a green hand of the industry.

Over 1000 households in the few villages of Longling Town in Jiangxi's
Nankang City depend on a water wheel left by their forefathers for
irrigation of farmlands all year round. This water wheel is 12 meters in
diameter and 0.6 meters thick and consists of 104 bamboos and 54 bamboo
tubes.

2008-meter calligraphic scroll for Olympics

He Huibang, a Chairman Mao style calligraphist from Shandong's Weifang
City, was presenting his calligraphic scroll to welcome the Beijing
Olympics on August 23rd. In later 2004, 60-year-old He Huibang had the
idea to write a 2008-meter-long calligraphic scroll to welcome the 2008
Olympics. To date, he has finished 1,000 meters and will complete the
remainder by the end of next year. The 2008-meter-long calligraphic
scroll will contain about 90,000 characters and will participate in the
promotion for 2008 Olympics in 2007.

Individualistic credit cards popular in Shanghai

Chinanews, Aug. 24 - In a vibrant shopping mall, a young trendy woman
opened her purse and took out a fragrant credit card to pay her bill.
This is a scene that will soon be seen everywhere in Shanghai. Banks in
Shanghai have introduced or will introduce various individualistic credit
cards such as fragrant ones and transparent zodiac ones, in order to
satisfy young people who pursue individuality and novelty.
Cheng Hao, general manager of the credit card center of the China
Minsheng Banking Corp., revealed that since the bank introduced
transparent mini zodiac credit cars at the end of July, it has issued
1,900 such cards in about three weeks and is receiving nearly 100
applications for such cards every day. Most of those applicants are young
white-collars and students.
It is learned from the credit card center of the China Merchants Bank
(CMB) that in early Sept., the bank and female fashion group Rayli will
jointly issue the first fragrant co-branded credit card targeting trendy
females. With the help of Rayli's membership network, the card is
tailor-made for females who are perspicacious in fashion and have
consumption power. The first issue will dispatch 100,000 cards.
In the past, banks only paid attention to functions of credit cards and
there was not much difference in appearance among those cards. With
increasingly fierce competition, exploring new methods and pursuing
uniqueness have become a new trend in Shanghai's bank card arena. Many
banks have set an eye on "fashion."

Crab fest to open in Suzhou

Chinanews Aug 24 - Gourmands will have a reason to treat their tongue
with delicious crabs. The first crab festival will be open on September
28 in Yangchenghu Lake in east China's Suzhou city, the netease.com
website reported.
The festival is said to be the most important festive activity in Suzhou
in the second half of the year. It is also considered as a big gala for
writers, musicians and photographers to gather together. Sightseeing,
business deals and cultural exchange activities will all have a place
here.
During the month-long festival, participants will enjoy a series of
events such as crab hunting, trade negotiations, ethnic culture display
and seminars on tourist culture. A nightlife market fair will be held in
which local arts and crafts as well as famous local snacks will be
displayed to treat the public. Visitors can appreciate music and
photographs presented by local artists, take a driving out tour or have
fun in golf, horse racing or fishing.
The festival intends to create a big advertising effect in the society.
Some large media institutions from home and abroad will join the festival
and report the event.
By holding the festival, local government hopes that more people will
know about the crab growing in the region. The Yangchenghu lake is said
to have the largest crab raising area in China. The production volume of
the live fresh water crab is said to be greatest and the quality of the
crab is said to be the best. Right now, the lake produces 2,000 tons of
crabs every year.
A series of events, such as the nigh life fair, scholar meeting and
driving fans' party are held to make visitors enjoy the festival from
every aspect.

Teddy bear for Japanese Princess's wedding

An employee of Japanese toy giant Takara displays a teddy bear with a
tiara, called 'Princess Teddy', produced by German teddy bear maker
Margarete Steiff, 22 August 2005, in Tokyo. The teddy bear, produced for
the celebration of the wedding of Japanese Princess Sayako in November,
will go on sale in October with a price of 38,000 yen (345 USD) for the
1,500 limited editions in Japan.

Top 3 contestants of CCTV modeling contest in Hubei region

Yang Li (middle), Shi Niannian (right) and Sun Yaqi (left) were crowned
the champion, first runner-up and second runner-up respectively in the
Hubei regional competition of the sixth CCTV modeling contest on Aug. 21.

Over 400 contestants participated in the sixth CCTV modeling contest in
Hubei region and ten finalists were at last chosen to take part in the
national CCTV modeling contest on behalf of Hubei. Top three male and
female contestants of CCTV modeling contest in Hubei region were finally
unveiled.

First-day cover for 40th anniversary of establishment of Tibet Autonomous

In order to match up with the State Post Bureau's issuance of
commemorative stamps (one piece in one set) for the 40th anniversary of
the founding of Tibet Autonomous Region on August 26th, the Beijing Stamp
Printing House have designed and printed first-day covers and stamp
albums for the commemorative stamps and will issue them simultaneously
with the stamps on August 26th. The stamps have a face value of 0.8 yuan.

Rare huge black pottery vases

A couple of huge black pottery vases were unveiled in Shandong Province's
Rizhao City on Aug. 22. Each of the two vases is 1.5 meter high and
weighs about 20 kilos and the body is only 0.5 centimeter thick. They
were fired for more than two months. Both the vases were carved with two
huge dragons and a group of patterns featuring "sailing boats". Patterns
on one vase were carved with techniques of relief and patterns on the
other were carved with techniques of intaglio.

Guizhou local drama culture wall completed

A stone wall with Guizhou local drama mask featuring Guizhou's Tunbao
culture was completed in Nanjing's landscape expo garden on Aug. 20.
Utilizing the ground as the stage, performers of Guizhou local drama will
wear different masks to play different characters or roles. Such drama
first aims at self-entertainment, second at paying homage to god and
memorial ceremonies and three at exercising and martial arts training.

Taijiquan contestant from Iran attended the competition in Henan on Aug.
22. The 3rd China (Jiaozuo) International Taijiquan Exchange Competition
commenced in Henan's Jiaozuo on Aug. 22. 1,150 contestants in 115 teams
from 21 countries and regions including the United States, Japan, Spain
and Singapore participated in the competition.

Taijiquan contestant from the United States participated in the
competition.

Carrier model show

An amusement park in Zhengzhou displayed a mini "modern war," attracting
many visitors on Aug. 21. It is learned that this was a show of a carrier
model 3.6 meters (11.8ft) in length, 0.7 meters in width and 230kg in
weight. It is able to stage over 50 programs, including laying mines on
water, launching missiles and landing a helicopter. All programs are
remote controlled. The model cost over 100,000 yuan.
