China building 1st coal-to-oil refinery

Chinanews, Taiyuan, Feb. 24 (By Liang Bo) - China's first industrialized
coal-based synthetic oil production line with completely independent
intellectual property right held the foundation-laying ceremony at Lu'an
Coal Mine Group in north China's Shanxi Province on Feb. 22. Some critics
deem that this demonstration project is a decisive stimulant for China's
coal-to-oil industry and of vital strategic significance for its energy
security.
This project is also a landmark of Shanxi's transformation from a large
coal-producing province into a large coal chemistry province. It consumes
1.886 billion yuan (US$23.26 million) of total investment.
After examination and appraisal of this project, experts considered that
this technology with completely independent intellectual property right
is able to satisfy the demands of industrial production. This
demonstration project will build an internationally advanced coal-based
synthetic oil production base that integrates coal preparation, coal
gangue electric power generation and coal-based synthetic oil production
to realize reduction of resource input and energy consumption, recycling
of waste and zero emission of pollutants.
According to schedule, this demonstration project will start trial
operation in 2008 and grow into an industrialized plant with an annual
capacity of 5.2 megatons by 2015.
Lu'an coal-based synthetic oil production plant has a designed annual
capacity of 160 kilotons. It is a key project of China's national new and
high-tech programs and the Knowledge Innovation Program of the Chinese
Academy of Sciences.
